There is a built in Guest Account in Windows 7 that you can enable or disable as per your needs, but what, if you want to create a new one with Guest Privileges. Here’s a simple trick that will let you create a new Guest account.
Just Follow the steps
1. Goto Control Panel > Administrative Tools > Computer Management.
2. Under Computer Management, from the left column expand Local Users and Groups and select Users.
3. A list of user accounts will be displayed in the middle column. Click on an empty space and select New User.
4. Fill up the form with all the necessary details like username, description, password (if needed) and make sure that Account is disabled option is unchecked.
5. Press OK once you are done, your new account will be displayed in that list. Right click on your newly created account and select Properties.
6. Goto Member Of Tab and select Users under Member Of: and click Remove.
7. Click on Add in the Properties Windows and in the Text Area that comes up type Guests and press Enter.
8. Under Properties Windows click OK and you are done. You have just added a new user account with Guest Privileges.
